For years, automation meant writing explicit instructions. If you wanted something done, you mapped every step. Tools did exactly what they were told; no more, no less.
Agentic systems flip that model. Instead of defining the steps, you define the goal. OpenClaw and similar frameworks can interpret intent, break it into tasks, call APIs, write and run code, and iterate toward an outcome. The workflow is now generated dynamically.
That shift sounds subtle, but it changes the nature of software. You’re no longer creating tools that only know how to follow rules. You’re introducing systems that make decisions under uncertainty.
In the early days of cloud software, employees took the initiative to adopt tools that were faster and easier than what IT provided. Files went into Dropbox. Communication moved into Slack. These tools spread because they solved real problems immediately, despite not being sanctioned. Eventually, IT departments caught up and built governance frameworks. What began as shadow IT became official infrastructure.
Agentic workflows are now replaying that pattern with a sharper edge. OpenClaw can be run locally, integrated into existing tools, and extended without vendor oversight. A single motivated employee can create something that behaves less like a script and more like a junior operator embedded in company systems.
The risks here stem from capability instead of visibility or compliance.
An agent connected to email, documents, and APIs can move quickly and broadly across systems. It can continuously take actions, even when not prompted. And because its behavior is generated rather than predefined, it doesn’t always behave the same way twice.
That unpredictability is the crux of the problem. Traditional software can be audited line by line. Agentic systems can’t be understood so neatly, because their decision-making emerges at runtime. Even when they work well, they introduce a layer of opacity that organizations aren’t used to managing.
There’s also a mismatch between how these systems are used and how they should be governed. To be useful, agents are often given wide permissions. But wide permissions combined with autonomous execution create the potential for small misunderstandings to scale into large mistakes.
What’s happening inside organizations today looks very similar to the early SaaS era.
Adoption is starting at the edges, driven by people who want to move faster, with pragmatic experiments rather than official initiatives. These experiments start to save time, reduce friction, and quietly become part of how work gets done. At that point, the organization faces a choice: formalize and govern them, or risk losing visibility entirely.
At the same time, a second pattern is emerging. Rather than replacing existing systems, agentic workflows are being layered on top of them. Deterministic processes still handle the predictable parts of work, while agents step in where judgment or flexibility is required. The result is a hybrid model: part machine logic, part machine autonomy.
Large vendors are already moving to absorb this shift, building controlled, enterprise-ready versions of these capabilities. That’s another familiar signal. What starts as decentralized innovation tends to end in centralized platforms.
One of the most grounded ways to understand agentic systems is to think of them not as experts, but as interns. They can be surprisingly capable, but they need structure. They perform best when tasks are well-defined and scoped. When given vague goals and broad authority, they can drift, misinterpret, or overreach.
Organizations that succeed with these systems tend to design around that limitation. Instead of relying on a single, all-purpose agent, they create constrained roles, clear boundaries, and checkpoints where outputs are reviewed or validated. In other words, they add back some of the structure that agentic systems initially seem to remove.
Looking back at the rise of cloud and SaaS tools offers a useful lens. The first lesson is that adoption driven by productivity is almost impossible to suppress. If a tool makes people significantly faster, it will spread, regardless of policy.
The second lesson is that governance always lags innovation. Controls, standards, and best practices emerge only after widespread use exposes the risks. Agentic workflows are entering that same phase now.
The final lesson is about consolidation. The tools that begin as fragmented and experimental eventually become platforms. They gain enterprise features, integrate deeply with other systems, and establish themselves as the official way to get certain kinds of work done.
There’s little reason to think agentic systems will be any different.
Calling agentic workflows “shadow IT” is accurate, but incomplete. Traditional shadow IT involved unsanctioned tools that stored data or facilitated communication. These new systems do something more consequential: they take action. That changes the stakes. When software begins to operate with a degree of autonomy, the boundary between tool and operator starts to blur. OpenClaw is simply an early, visible example of this shift. It shows how quickly powerful capabilities can spread when they’re accessible, flexible, and immediately useful.
The organizations that navigate this well won’t be the ones that try to block the technology outright. They’ll be the ones that recognize what it is: not just another tool entering the stack, but a new kind of actor inside it. And actors, unlike tools, need to be managed, supervised, and understood in entirely different ways.
Agentic workflows require control on top of monitoring. That starts with deep visibility into how agents access and act on data, where platforms like Splunk play a key role. But visibility without enforcement falls short.
As agents take action across systems, governance has to extend to the network layer. Cisco has been moving in this direction, with a more policy-driven approach to controlling interactions between services, APIs, and data. Its investments, including acquisitions like Galileo and Asterix, reflect a shift toward governing behavior.
